Motorists throughout London could soon face charges for every journey from as soon as 2024; as local authorities draw up plans to tackle pollution and poor air-quality in the capital. Sadiq Khan, the city’s mayor, has stated that London should aspire to be a world-leader in introducing smart road pricing. This follows a report suggesting that traffic in the city needs be cut by a quarter – if climate targets are to be met by 2030. Khan said air pollution is “an issue of social justice across the globe – and in London as well, it’s the poorest Londoners, the least likely to own a car, who suffer the consequences”.

The Mayor has charged Transport for London (TfL) with investigating the implementation of road pricing. This would see drivers charged in terms of miles travelled, with time and locations factored in. However, it’s been noted that the necessary technology may not be ready for 2024. Consequently, the Mayor has also asked TfL to investigate other measures, too. These may include a clean air charge, applied daily, to all drivers in Greater London. It’s also being considered whether to apply the £12.50 ULEZ charge to all ICE vehicles, as opposed to just older models. 

‘Financial Challenges’

Naturally, the Mayor’s plans have been met with a mixed-reaction. Jemima Hartshorn, from the campaign group Mums for Lungs, said the scheme represented “a good day for London’s kids”. 

However, there are concerns about the financial implications of road pricing. Nicholas Lyes, the RAC’s head of road policy, said it’d “create massive financial challenges for individuals, families and businesses who run a car in London and even for those who visit the fringes of the capital. And will punish those who simply cannot afford an electric car”.

Road-pricing isn’t just being considered for London. Some senior politicians are considering it as a natural replacement for fuel-duty tax; which will gradually yield paltry returns, as the electrification of the automotive industry continues at a pace.
